Surprise parties, Arafat rumors, and good luck to Rosemarie

There was an episode of “The Honeymooners” in which Ralph believed (incorrectly, of course) that Alice was throwing a surprise birthday party for him. Opting to “play dumb,” he opened the door to his apartment and bellowed:

“Oh, what a surprise!”

That moment comes to mind each time an official feigns shock when his or her actions (or inactions) lead to misery for the huddled masses.
