Russia's Osama bin Laden: Shamil Basayev

Chechen guerrilla commander Shamil Basayev is to Russia what Osama bin Laden is to America. It’s easy to label him “evil” and denounce his tactics...but rarely are the tactics used against him called into question. At the heart of any “war on terror” (sic) is the need to demonize the enemy (U.S. deputy secretary of state Richard L. Armitage called Basayev “inhuman” and “not worthy of existence.") and disguise the terror methods used to fight that enemy.

Basayev knows this and has recently declared:

“The fight against us continues without any rules with the connivance of the entire world, so we are not bound by any obligations with anyone and we shall fight the way we find comfortable and beneficial. We do not have any options. We are offered a war and we shall continue waging it to the victory, whatever is said about us or whatever labels are stuck on us.’’

Russian President Vladimir V. Putin responded: “We in Russia are engaged in serious preparations at the moment to act against terrorists in a preventive manner.”

Replace “Russia” with “America” or “Israel” and it sounds awfully familiar.

Russia has put a $10.3 million bounty on Basayev. Maj. Gen. Ilya Shabalkin said tips were coming in. “I think we will catch him and try him,” he said.

Don’t count on it. Military regimes like Russia, Israel, and the U.S. cannot exist and thrive without enemies like Basayev on the loose.
